The original task was to extend the land registry office at its present location with an additional building. During the planning process it showed, that a spacious separation between land registry office and district court would result in a functional disprofit. The option to bring the land registry office and district court together (spacious and functional) by edificial extension of the district court was researched in several versions while performing a feasibility study.
